卡圖莫（索馬利亞語：Khaatumo)，正式名稱為索馬利亞SSC-卡圖莫州[a]（索馬利亞語：Dowladda SSC-Khaatumo ee Soomaaliya），是索馬利亞北部的一個自治地方，成立於2012年4月26日，位於北部索馬利蘭與邦特蘭之間，由索勒州、薩納格州和托格代爾州三州部分地區組成。[1]最初是由索馬利亞過渡國家政府總理阿里·加萊德創立，主張維護索馬利亞團結統一，反對索馬利蘭獨立和國家分裂。[2]曾一度與索馬利蘭和解，但在拉斯阿諾德發生大規模民間騷亂後，卡圖莫於2023年2月6日重新成立，卡圖莫臨時政府還派兵驅逐了索馬利蘭勢力。[3]
歷史
[編輯]2010年5月，索馬利蘭軍隊進入布霍德萊，引發衝突造成至少100人死亡、190人受傷。次年索馬利蘭軍隊再次進入引發衝突。2012年初得到解決，索馬利蘭軍隊正式撤至該城市周邊50公里半徑範圍內。2016年8月，卡圖莫與索馬利蘭開啟和平談判。[4]2017年10月20日，卡圖莫與索馬利蘭達成協議，以修改索馬利蘭憲法為條件，將卡圖莫併入索馬利蘭。[5]
2023年2月6日，索馬利亞杜爾巴漢特部族長老宣布他們打算在索馬利亞境內組建一個名為「索馬利亞卡圖莫臨時行政區」的自治地方政府[6]，3月19日，索馬利亞傳統領導人會見了索馬利亞聯邦政府議員代表團。[7][8]
2023年10月19日，索馬利亞聯邦政府承認索馬利亞卡圖莫政府為臨時政府[9]現任政府主席是阿卜迪卡迪爾·艾哈邁德·瓦阿里。卡圖莫政府控制了索勒州大部分地區和薩納格州、托格代爾州的一小部分。
