敘利亞總統選舉計劃在2024年12月阿薩德政權倒台後的五年內進行。[1]在此之前，敘利亞將由總統艾哈邁德·沙拉領導的伊斯蘭主義過渡政府進行統治。[2]
背景
[編輯]2021年5月，巴沙爾·阿薩德領導的復興黨敘利亞舉行了最後一次總統選舉，阿薩德以超過95%的得票率以壓倒性優勢獲勝。[3]國際社會普遍認為此次選舉是不合法的假選舉，存在大量的選舉舞弊現象。[4]阿薩德最終未能完成他的任期，在敘利亞內戰期間，以沙姆解放組織為首的敘利亞反對派再次發起攻勢，導致阿薩德政府於2024年12月8日倒台。[5][6]
2025年3月，艾哈邁德·沙拉批准了過渡時期的臨時憲法，確立敘利亞為沒有總理的總統制共和國。[7]在預定的選舉之前，敘利亞將處於五年的伊斯蘭主義政府統治之下。[8]
選舉日期
[編輯]阿薩德政權倒台後不久，敘利亞全國聯盟主席哈迪·巴赫拉表示，需要18個月的過渡期，以建立「安全、中立和安靜的環境」，為舉行自由選舉做準備，這正如聯合國安理會第2254號決議所規定的那樣。[9]然而敘利亞新總統艾哈邁德·沙拉表示，選舉至少需要四到五年才能舉行，因為首先需要進行全面的人口普查和起草憲法，以重建選舉基礎設施。他估計這「可能需要兩到三年的時間」。[1][10][11]
在會見沙拉時，法國外交部長讓-諾埃爾·巴羅和德國外交部長安娜萊娜·貝爾伯克敦促敘利亞新領導層避免無故拖延選舉。[12]

The election result is a foregone conclusion, and does little to build relations with Western governments. But it is a useful tool for the Syrian regime to project legitimacy with governments in the region.
