2023年1月，詹姆斯·冈恩和彼得·沙佛朗（英语：Peter Safran）公布了他们的DC宇宙中的第一阶段电影计画，命名为“第一章：诸神与怪物”（Chapter 1: Gods and Monsters），而其中一部电影为改编自汤姆·金（英语：Tom King (writer)）和比奎斯·艾芙莉（Bilquis Evely）的迷你漫画系列《超少女：明日之女（英语：Supergirl: Woman of Tomorrow (comics)）》[1][11]。冈恩将该片描述为“一部科幻史诗大片”，并表示电影将探索一个比此前在银幕上看到的超少女更为“黑暗”[2][11]。据透露，汤姆·金是负责DC宇宙整体故事的编剧之一。
