菲律宾共和国驻阿根廷共和国大使馆（菲律宾语：Pasuguan ng Pilipinas sa Buenos Aires；西班牙语：Embajada de la República de Filipinas en Buenos Aires）是菲律宾驻在阿根廷首都布宜诺斯艾利斯的大使馆（英语：List of diplomatic missions of the Philippines），位于布宜诺斯市北部的贝尔格拉诺（英语：Belgrano, Buenos Aires），且邻近该市的唐人街（英语：Barrio Chino (Buenos Aires)）。

历史[编辑]

菲律宾与阿根廷两国于1948年8月21日建立公使级外交关系，时任菲律宾总统埃尔皮迪奥·季里诺任命纳西索·拉莫斯（英语：Narciso Ramos）为特命全权公使，而前菲律宾立法机构（英语：Philippine Legislature）（今菲律宾国会）议员马努艾尔・艾斯库德鲁（Manuel Escudero）则被任命为一等秘书兼总领事[1]，菲律宾外交人员最初于布宜诺斯艾利斯广场酒店（英语：Plaza Hotel Buenos Aires）内办公[2]，该国随后于1949年4月4日于布宜诺斯市设立公使馆，成为菲律宾在拉丁美洲设立的首个外交代表机构。[3]

两国于1960年5月升格为大使级外交关系，驻阿根廷公使馆亦升级为大使馆[4][5]，时任总统拉蒙·麦格塞塞于1956年任命佩德罗·吉尔（英语：Pedro Gil）为首任特命全权大使。[2]

2012年，菲律宾大使馆向阿根廷外交部抗议菲律宾拳击手乔里尔·卡西美路（英语：Johnriel Casimero）和阿根廷路易斯·阿尔贝托·拉扎特（英语：Luis Alberto Lazarte）在比赛后，卡西美路被阿根廷骚乱者袭击，[6]菲律宾国内亦有声音呼吁召回时任驻阿根廷大使雷伊·卡兰当（Rey Carandang）。[7]

2018年，阿根廷工人中央联盟（英语：Argentine Workers' Central Union）成员于大使馆外组织一场抗议活动，以反对时任菲律宾总统罗德里戈·杜特蒂的劳工政策。[8]

建筑[编辑]

在成为大使馆前，该建筑曾用于各种用途。1948年10月22日，屋主朗西斯科·托伊夫尔（Francisco Toifl）将房屋连同家具售予雷切尔·布尔戈斯·德·埃斯科巴尔（Raquel Burgos de Escobar）[9]，且后者还收购了该建筑对角的房屋[10]，并将两栋房屋作为酒店经营，之后埃斯科巴尔于1950年11月6日将其出售给约瑟·F·摩纳哥·德·米兰达（Josefa F. Mónaco de Miranda）[11]，不到一年后再次将其转卖给新的业主特奥多罗·格伦（Teodoro Gehrung）。[12]直到1958年，该建筑的不动产权归为酒店业者安东尼奥·穆拉斯·努涅斯（Antonio Muras Núñez）和阿道夫·马塔·里亚（Adolfo Mata Rial）所有。[13]

自1967年到至少1973年间[14][15]，该建筑成为卡洛斯·戴维·斯托尼（Carlos David Storni）博士的住所，其后来担任阿根廷地质协会（Asociación Geológica Argentina）会长和荣誉会员。[16]1989年，心理学家亚历杭德罗·凡·奥斯特维尔特（Alejandro van Oostveldt）及其妻艾莎·帕特里夏·皮兹（Elsa Patricia Pizzi）将建筑改建为养老院Hogar del Virrey。[17]2007年，布宜诺斯艾利斯市议会（英语：Buenos Aires City Legislature）通过第2.548号法令[18]，将该房屋列入遗产建筑（edificio representativo），同时禁止拆除布宜诺斯市内于1941年12月31日之前兴建的任何建筑物。[19]1997年，布宜诺斯艾利斯市政府在发现原始记录丢失后，被迫重建该建筑的法律纪录。[20]2012年，菲律宾大使馆入驻该建筑，而黎刹文化中心（英语：Sentro Rizal）的布宜诺斯艾利斯中心也于2015年6月21日开始在该建筑办理业务，该团体是由菲律宾政府赞助的文艺推广组织。[21]

人员和运作[编辑]

现任菲律宾驻阿根廷大使为拉干拉利（Linglingay F. Lacanlale），其于2018年1月19日获总统罗德里戈·杜特蒂任命，同年2月21日由任命委员会（英语：Commission on Appointments）确认。[22][23]。拉干拉利拥有40多年的外交经验，曾担任外交部（英语：Department of Foreign Affairs (Philippines)）行政副部长，且曾被派往驻奥地利大使馆、驻纽约市总领事馆（英语：Philippine Center）和驻泰国大使馆。[22]

大使馆会举办促进菲律宾文化及加强菲阿两国之间联系的活动，包括推广菲律宾棍术（英语：Arnis）（2007年）[24]、举行菲律宾大学牧歌合唱团（英语：University of the Philippines Madrigal Singers）音乐会（2011年）[25]，并于2013年为强烈台风海燕的受难者举办慈善晚宴[26]；2019年在阿根廷国家艺术基金会（英语：Fondo Nacional de las Artes）开设菲律宾纺织品展览[27]，同时与其他东南亚国家派驻在阿根廷的外交使馆合作，以促进区域发展，如菲律宾大使馆于2015年在贝尔格拉诺的巴兰卡斯广场（Plaza Barrancas）组织一场推广东南亚文化的节日[28]，并在次年参加了图库曼经济联合会（Federación Económica de Tucumán）成立63周年庆祝活动。[29]

菲律宾驻阿根廷大使馆同时兼辖玻利维亚、巴拉圭和乌拉圭事物，并在该三国设有名誉领事。[2]此外，该大使馆在菲律宾与智利建交初期，也曾兼辖智利，直到1981年驻智利大使馆（英语：Embassy of the Philippines, Santiago）成立为止。[30]
