理查德·约翰·霍尔登（英语：Richard John Holden，1985年3月11日—），英国保守党籍政治人物，自2023年11月起担任保守党主席兼不管部大臣。他自2019年大选起成为西北达勒姆选区国会议员，亦是该选区首名保守党籍议员。他曾在2022年10月至2023年11月间担任道路及地方运输政务次官。
生平

[编辑]霍尔登在1985年3月11日出生于兰开夏郡布力般[1][2]。他在里布尔谷（Ribble Valley）地区的葛林德尔顿（Grindleton）长大，曾就读葛林德尔顿小学（Grindleton Primary School）、斯基普顿厄米斯特德文法学校（Ermysted's Grammar School）、布力般伊利沙伯女皇文法学校（Queen Elizabeth's Grammar School）[3][4]和圣玛丽书院（St Mary's College），及后就读伦敦政治经济学院，并在2007年获得政治及历史理学士学位[2][5]。
霍尔登在2007年8月开始在保守党竞选总部工作，曾担任资料输入员、传媒监察员和值班新闻官[6]，直至2010年获任命为政治新闻顾问，两年后升任为副新闻主管[7]。
霍尔登曾在2015年大选中代表保守党参选普雷斯顿选区[3][8]。大选后成为掌玺大臣兼上议院领袖比斯顿的司徒慧儿女男爵的特别顾问，及后在2016年保守党党魁选举中为文翠珊助选。他亦曾在接任上议院领袖一职的宝园的欧乐怡女男爵麾下工作[9]，及后在2016年10月至2017年4月间成为国防大臣房应麟的特别顾问[10]。
霍尔登在2018年12月成为运输大臣纪嘉林的特别顾问[11]，及后在2019年保守党党魁选举中为约翰逊助选，其后在2019年8月至11月间成为教育大臣韦廉信的特别顾问[7]。国会解散重选时，霍尔登亦在保守党竞选总部工作，直至他获派参选西北达勒姆选区为止[12]。
国会生涯
[编辑]霍尔登在2019年大选中以1,144票多数票当选为西北达勒姆选区国会议员，是该选区首位保守党籍议员[6]。该议席曾被视为工党的稳得议席，自1950年选区重新建立起在该选区连续十九次当选[13]。
霍尔登曾在2020年3月至2022年3月期间担任公共帐目委员会委员[14]。在其担任国会议员后他亦在政治网志保守之家撰写双周专栏[15]。霍尔登在2021年7月获选为1922委员会执行委员[16]。他亦是赌博相关损害跨党派国会团体委员会委员[17]，并曾广泛发表其要求对网上赌博采取更严格规管的观点[18][19]。
他曾发动要求将对新车辆征收的车辆消费税所作加幅回减的行动[20]，该税项在2019年9月因欧盟2018/1832号规定而增加[21]。在2020年3月的中央政府预算中，财政大臣辛伟诚宣布有关加幅将会回减，并表示有关回减会使消费者和行业每年省下2,500万英镑的税收[22][23]。
2021年3月，霍尔登率领80名保守党籍国会议员联署要求财政大臣推行酒吧散装啤酒低税政策[24]。他与另一名保守党籍议员麦克·伍德就有关议题与财政部官员会晤，并在2021年10月联同100名保守党籍国会议员要求在2021年中央政府预算中涵盖有关政策[25][26]。在2021年中央政府预算中，政府宣布在酒吧贩卖的散装啤酒会获得比标准啤酒税低百分之五的税项宽减，使酒吧可减少征收每年1亿英镑的税项[27][28]。辛伟诚在预算演讲中提及霍尔登和伍德对有关诉求的贡献[29][30]。
2022年4月22日，霍尔登要求达勒姆警察对工党党魁施纪贤就媒体报道其在该月参与一场涉嫌违反2019冠状病毒病规则的选举活动员工聚会展开调查[31]。达勒姆警察在5月6日表示会对此展开调查[32]。2022年7月8日，达勒姆警察表示由于有关聚会属规则内“合理必要的工作”的豁免范围之内，故他们不会发出任何定额罚款通知书[33]。
霍尔登在2022年7月至9月英国保守党党魁选举中支持辛伟诚[34][35]。他在2022年10月获任命为道路及地方运输政务次官[36]，及后随内阁重组而在2023年11月13日获任命为保守党主席兼不管部大臣[37][38]。
个人生活
