边境保安指挥部（英语：Border Security Command；缩写：BSC）是隶属英国内政部的执法部门之一，负责维护英国边境安全及打击人口贩运组织，旨在解决自2018年起在英吉利海峡所出现的跨境偷渡问题。按照《边境保安、庇护及移民法令草案》，该部必须协调移民执法局、国家打击犯罪局、边境事务处及军情五处的调查、情报及执法工作，提升边境保安的效率。
该部门于2024年7月7日新一届工党政府上台后成立，旨在兑现2024年大选中打击偷渡客问题的承诺，取代上届保守党政府推行的卢旺达庇护计划[1]。
历史
[编辑]成立边境保安指挥部的概念，最初由工党领袖基尔·斯塔默于2024年5月的一篇演讲中提及[2]。按照当时工党的计划，指挥部会负责协调不同执法机构以应对英吉利海峡持续出现的偷渡危机，借此解决人口贩运及非法移民的问题[3][4]。工党将该指挥部视为应对当时保守党政府的卢旺达庇护计划，而提出的替代方案。
在2024年英国大选中，工党将该“成立边境保安指挥部”成为其主要执政承诺之一[5]。按照该党的政纲，指挥部将拥有反恐权力，以便起诉人口贩运人士[6]；由于工党亦承诺终止卢旺达庇护计划，原本预留予该计划的£7500万镑开支将重新分配给边境保安指挥部[7]。工党表示这将使其能够“追捕、打乱及逮捕那些对这种卑劣交易的负责人”[8]。
工党于2024年大选胜出并筹组政府后，时任内政大臣伊薇特·库珀于7月7日启动成立边境保安指挥部的筹备工作，包括重新审核卢旺达计划的资金流向、招募新任边境保安指挥官，并且开始草拟新的反恐法案，以应对非法移民问题[9][10]。同时，内政部指派一个小组负责制定该指挥部的职权范围、管治结构和策略方针[11]。
