乌克兰原计划于2024年3月或4月进行总统选举。然而由于自2022年2月24日起为应对俄罗斯对乌克兰的入侵实施戒严，选举未能如期举行。这是因为乌克兰法律规定，在戒严状态下不得举行总统选举。[1][2][3][4][5][6]自全面入侵以来，经过议会批准，戒严令每90天延长一次。截至2025年7月，最近一次为第16次延长戒严状态，时间至2025年10月5日。[7][8]

现任总统泽连斯基尚未确认是否会竞选连任。他在2025年1月的一次采访中表示，寻求连任并不是他当前的目标或重点，但他的决定将取决于战争的结果。[9]

乌克兰《关于戒严法律制度》第19条规定，戒严期间禁止举行总统、议会和地方选举。[10]而根据该法第10条则规定，戒严期间不得终止乌克兰总统、议会和内阁的权力。[11][12]乌克兰宪法第108条规定，“乌克兰总统行使职权直到新当选的乌克兰总统就职”，[13]这意味着现任总统泽连斯基即使在2019年当选的五年任期届满后，仍可以合法留任总统直到下一任总统宣誓就职。[14]

除了法律禁令外，乌克兰政府与反对派政客对2024年选举的可行性表示质疑，主要原因在于对持续的俄罗斯入侵所带来的安全隐患及选民流离失所的担忧。[2][14]截至2024年10月，俄罗斯已控制乌克兰18%的领土[15]，近1400万乌克兰人或已逃往国外，或在国内流离失所。[2][14][10]其他挑战还包括：俄罗斯的轰炸对选民构成威胁，可能干扰投票过程[10][16]；在俄罗斯占领的乌克兰地区，公民无法参与投票[16]；士兵无法投票或参选[14]；投票基础设施遭到破坏[14]；选民登记册未及时更新，未能反映数百万流离失所的选民情况[10]；在戒严令下，国家权力扩大、权利受限[10]，限制了竞选活动并妨碍了反对派候选人的公平竞争[17]；以及资金不足等问题。[14]

根据KIIS于2023年10月发布的一项民意调查显示，81%的乌克兰民众不希望在战争结束之前举行选举。[18]此外，超过200个民间社会机构、非政府组织及人权组织已正式反对在战时进行选举。[16]2023年11月，乌克兰总统泽连斯基表示“现在并不是举行选举的合适时机”，以回应欧洲团结党议员阿列克西·貢恰連科关于泽连斯基已决定于2024年3月31日举行选举的声明。[19]在11月下旬，乌克兰最高拉达的所有政党签署了一份文件，达成一致同意推迟举行任何全国性选举，直至戒严结束[20]，并同意制定一项特别法律，以规范战后首次选举的相关事宜，该选举将在戒严解除后不早于六个月内进行。[21]

俄罗斯政府代表对选举延期表示了批评。克里姆林宫发言人德米特里·佩斯科夫指出，此举剥夺了泽连斯基的官方合法性。俄罗斯计划于2024年举行总统选举，国际观察人士对该选举中前所未有的欺诈和违规行为表示了批评。[22][23]

选举制度

乌克兰总统的任期为五年，采用两轮选举制。如果在第一轮选举中没有候选人获得绝对多数票，则预计将在第一轮选举结束后的三周内举行第二轮选举。[24]根据宪法第103条的规定，若总统权力提前终止，必须在前任总统离任后的90天内选举出新总统。[25]

根据宪法规定，总统只能连任两届，但只有列昂尼德·库奇马曾经连任两届。[26]
